What is this for?

Obra means building work. Menor and mayor are common labels, not a uniform national classification. The municipality confirms the applicable procedure for this property and scope. This dossier does not establish permission to start, sign a declaration or legalize existing works.

Documents to prepare

  • Property identification: address, cadastral reference, photographs and available existing plans. A cadastral record alone does not prove planning legality.
  • Applicant identity and, where applicable, representation. Ask separately about owner permission and the community of owners for shared elements.
  • A complete work description and an itemized budget: measurements, materials, labour and taxes shown separately. Ask which amount is the presupuesto de ejecución material (PEM).
  • The municipality's current form and a drawing of existing versus proposed conditions where requested. Ask whether a memoria descriptiva, memoria técnica or full proyecto técnico is needed.
  • A list of required fees, ICIO, deposits and additional permissions, with payment evidence only when the correct procedure and amounts are confirmed.
  • Contractor and technical-team details, waste arrangements and safety documentation appropriate to the work; request the municipality's exact checklist.

Practical route

  • Define the entire project before choosing a category. Include external works, installations, common parts and changes of use; do not split one project to make it appear minor.
  • Ask Urbanismo to confirm land classification, permitted use and heritage/protection status for this property. Describe any existing works whose authorization is uncertain.
  • Obtain the current municipal classification and document checklist. Record the official procedure name and reference; an informal label from a contractor is not confirmation.
  • Ask a competent professional whether a technical project, structural checks, technical direction or other specialist documents are required. Agree who prepares and signs each document.
  • Check the municipal fee and ICIO rules, any refundable waste/public-space deposit and professional fees separately. Confirm assessment basis, payment timing and possible final adjustment; there is no single Spain-wide quote.
  • Arrange additional heritage, public-space or other sector permissions and private consents where applicable. Confirm which must be obtained before the main submission or before work starts.
  • Review the official application or declaration and all attachments. File only through the competent municipality; keep the complete submitted version and receipt. Never sign a declaration of compliance that has not been checked.
  • Before scheduling the start, confirm the enabling document, any required waiting period, prior notices and conditions. Payment or filing alone does not establish that every project may start immediately.
  • Keep the approved scope, required documents and permits accessible during the works. Check working hours, waste removal, inspections and expiry; ask about amendments before changing the project.

What comes next?

  • Ask which completion notice and technical completion certificates apply. Record whether a first-occupation/use procedure or installation certificates are needed before occupation or use.
  • Keep waste delivery records, final invoices and inspection results. Request return of applicable deposits through the specified procedure.
  • Confirm any final ICIO adjustment and whether the changed building details require a cadastral declaration or land-registry update; completion does not update those records automatically.
  • Keep the final authorized drawings, certificates, warranties and maintenance instructions together with the original decision and all amendments.
